HB 451: Low-Cost Sterilization of Cats & Dogs Using Existing Surcharge

HB 451 helps in providing low-cost sterilizations of animals by using an already existing $5 surcharge that is added to animal violation tickets. Proceeds from this $5 surcharge will go towards these sterilizations, which sometimes can run as much as $200 (which is a heavy price to pay for low-income families).

HB 451 passed the Agriculture & Natural Resources Policy Committee where it was amended. We will be refilling this bill in the next legislative session following continued input from various counties' animal control services divisions and other municipalities' input.
